We are hiring for the following position:
The Health Care Billing Recovery HIGLAS Specialist will serve as the subject matter expert on HIGLAS in support of the contract financial management group as well as all functional groups at Performant using the system.   
This role requires advanced knowledge and utilization of the HIGLAS application and operational understanding of Medicare Secondary Payer contract operations, and is purposed at optimizing the organization’s understanding and utilization of the system in support of contract operations. 

Specific duties and responsibilities include, but are not limited to:
• Answer escalated questions regarding the HIGLAS application and workflows.
• Support the development of reporting and analytics, system related workflow and procedure documentation, and enhancement of training materials.
• Support training of internal users.
• Oversee Treasury collections process.
• Prepare documentation for external auditors.
• Develop and manage activities for Debt Collection Improvement Act (DCIA) and Return to Agency (RTA) reporting.
• Maintain and continuously improve client program financial operational effectiveness by monitoring program financial operations and collaborating effectively with internal leaders and key operational personnel. 
• Quickly master and effectively use internal and client specific applications and programs, as well as understand overall operations for delivery of services under the client contract.  
• Collaborate and communicate effectively with internal leadership; constituents and client contacts.  
• Analyze the impact of operational workflows on financial management, accounting and reporting for the program.
• Identify issues or trends, effectively research and establish facts, articulate root cause and potential solutions to, and collaborate effectively with key stakeholders to bring to successful conclusion to complex matters. 
• Partner effectively with internal team members in service delivery for the contract and internal reporting, controls and support such as Accounting and Finance, Payment Operations, Recovery, Healthcare Operations, IT and other functions. 
• Interact with clients and auditors to provide records requested for audits of internal controls; and controls required in support of client contractual provisions. Respond to client, audit and internal questions and requests.
• Lead or contribute to projects and initiatives, audit activity, and continuous improvement efforts.
• May provide direction, instruction or training for other staff members.
• Perform other incidental and related duties as assigned.

Required Skills and Knowledge:
• Advanced knowledge of HIGLAS.
• Demonstrated industry and operational knowledge of Medicare Secondary Payer Commercial Recovery programs and applicable operations, including applicable required reporting such as DCIA and RTA.
• Demonstrated knowledge of applied accounting and financial practices to successfully perform the role.
• Strong analytical and problem-solving, with keen attention to details.
• Strong oral and written communication and ability to effectively represent the Company in a leadership capacity with internal and external constituents.
• Ability to establish and maintain effective work relationships internally and externally at all levels.
• Must excel in a fast-paced environment and demonstrate strong multi-tasking abilities.
• Strong systems skills; easily adapts to effectively using new programs and applications and leverages technology in development and continuous improvement of operations and reporting.
• Superior spreadsheet skills and a strong working knowledge of Microsoft Excel and Access .
• Good project management and supervisory skills.
 

Physical Requirements: 
Job is in a busy standard office environment with moderate noise level, or may be remote. Sits at a desk and participates in meetings, uses office phone system; views a computer monitor, types on a keyboard and uses a mouse. Reads and comprehends information in electronic (computer) or paper form (written/printed). 
- Sit/stand 8 or more hours per day; has the option to stand as needed while on calls; reach as needed to use office equipment. 
- Consistently viewing a computer screen, typing, using a keyboard and mouse. 
- Uses phone; head-set can be provided. 
- Occasionally lift/carry/push/pull up to 10lbs.
-Some travel may be required.
 
Education and Experience:
• Bachelor’s degree in relevant discipline, or equivalent combination of education and experience.
• 5 years related work experience with demonstrated HIGLAS expertise.
• Experience with Treasury payment application and reconciliation.
• Some experience with direct or indirect supervision of staff and/or functional ownership.

Other Requirements:
* Must submit to and pass background check.
* Must not have any Federal or State liens resulting from County, State or Federal tax issues.
* Must not have any current defaulted student loans.
* Must be able to pass a criminal background check; must not have any felony convictions or specific misdemeanors.
* Must submit to and pass drug screen.
* Performant is a government contractor. Certain client assignments for this position may require additional background and/or clearances.
