We are looking for an experienced Data Services Manager with strong leadership and data architecture skills, agile methodology experience, and commitment to building data solutions that enable technology excellence. 

You will be responsible for:

•Managing technical resources, providing technical oversight, planning, design of data models, database structural design, data governance, and development for the enterprise.
•Defining and implementing meta-data strategies to describe and administer data and provide data linkage and tracking capabilities
•Implementing system interfaces to other services or third parties
•Supporting analytics or reporting platforms to intake client and operational data
•Provide general architectural guidance, consulting, technological recommendations, and transition strategies across the enterprise that support development and implementation of initiatives based on common delivery, SOA, Software as a Service, and Data Analytics as a Service. 
•Onboarding new clients, integrating client data, enhancing Performant’s platforms to accommodate new data, data fields.
•Working across all business areas, acting as a visionary to proactively assist in defining the direction for future projects that support and enhance business goals and objectives
•Conceiving strategies, solutions, build consensus, and execute solutions
•Lead in all aspects of the project life cycle, you will take part in the initial kickoff through the requirements analysis, design and completed implementation.
•Instilling best practices within the group on software design, automated unit tests, continuous integration methods, and data management practices
•Leading by example, provide a strong work ethic, a “can do” attitude and be highly productive, be awesome
•Demonstrating ability to deliver projects on time, with high quality, and within budget
•Operating independently and giving guidance to developers on how to solve problems using Performant’s architectures and best practices
•Documenting designs, architectures and best practices and system knowledge in Performant’s standard tools
•Being an expert in SQL with extensive knowledge of operating systems and server platforms
•Producing high quality code resulting from knowledge of the latest frameworks, code peer review and automated unit test scripts
•Being an expert in estimating software development accurately using various industry methods (Function Point, Wideband Delphi, etc.)
•Leading product design meetings, daily standups, backlog grooming, and product demo’s based upon knowledge and understanding of the Agile development methodology
•Learning new technologies to remain abreast of current technology, while leveraging your skills in legacy technologies to support existing platform development activities
•Taking on what’s needed to help the team and the company meet objectives
Required Skills and Knowledge:
Technologies, skills and tools you will have 5-10 years’ experience with include: 
Sql Server, Structure Map, SQL 
Data architecture, data modeling, data quality
C# programming language
Source Code Versioning tools such as SVN, GIT or comparable 
Nunit, or other comparable unit testing software
Object Oriented Principles (OOP) for design

Technologies that are a nice to have, but not required:
Team City or other build server technologies
ASP.NET MVC ,Web API or WCF Service 
NHibernate, Linq, Entity Framework, or comparable Object Relationship Mapper 
RavenDB / Mongo DB or other no-SQL databases
Powershell or other scripting languages

Education and Experience:
BS in Engineering, Computer Science or related
You have the experience and background required to be successful in the role.
 
Other Requirements

-Performant is a government contractor and has specific client requirements.
-Must submit to and pass background check. Must not have any Federal or State liens resulting from County, State or Federal tax issues.  Must not have any current defaulted student loans.
-Must be able to pass a criminal background check; must not have any felony convictions or specific misdemeanors.
-Must submit to and pass drug screen.
-Must submit to and pass client required clearances
-Requires submission to and successful outcome of additional background and/or clearances throughout employment with the Company
