We are currently seeking an EMS Chief to join our Emergency Medical Services team.

 
Under general direction, performs work involving organizing, directing and coordinating the strategic direction and overall operations for Hennepin Emergency Medical Services, Hennepin Emergency Communications Center, and Emergency Medical Services—Education. Additionally, the Chief responds to major EMS incidents

RESPONSIBILITIES:

  • Direct the development of goals and objectives for the emergency medical programs and services and the allocation of resources for implementation of those programs
  • Supervise and direct the work of supervisory, managerial, and professional staff in the establishment and implementation of policies, procedures, protocols, and delivery of services. Review and approve hiring, discipline, and other personnel actions involving department staff
  • Plan, administer and control the annual budgets for these program areas including revenue and billing methodologies to ensure optimal reimbursement, where applicable
  • Develop strategic and long range program plans and objectives in collaboration with the Emergency Department
  • Conduct business development planning, perform capital project analysis, and assess resource needs to support EMS programs in collaboration with the Emergency Department 
  • Establish and maintain effective relationships with community representatives, emergency care providers, and health care professionals  to improve overall service
  • Ensure compliance with state and county licensing regulations
  • Manage and coordinate the assessment, planning, and implementation of program information technology needs
  • Manage and coordinate the development and implementation of program quality management initiatives. Identify and track key performance indicators to assure we are meeting our quality outcomes
  • Establish and maintain programmatic visibility within the community
  • Operate emergency vehicles; administer basic and advanced life support; perform all related duties with regard to providing emergency medical services, including incident management (command & control)
  • Develop and establish a process for team building that drives strong communication, relationships, respect and cohesion among the entire EMS staff
  • Identify a feedback loop and track success
  • Develop and establish environment of health and wellness among the EMS team

Requirements

QUALIFICATIONS

  • Master’s degree in public health, health care administration, public administration, business administration, or closely related field
  • Five years of management experience in a direct care or support service health care occupation

  • An approved equivalent combination of education and experience related to EMS


Preferred Qualifications:

  • State of MN Paramedic certification

OR

  • National Registry of EMT’s Paramedic certification


Knowledge / Skills / Abilities:

  • Public health, health care administration, public administration, business administration and experience related to EMS

Leadership Knowledge / Skills / Abilities:

  • Skilled and experienced in building a cohesive team and addressing employee issues promptly
  • Skilled and experienced in directing a full business unit
  • Ability to effectively allocate resources (i.e. budget and personnel)
  • Capable of assisting executives in defining organizational goals, critical issues, and strategic plans
  • Experience modeling and upholding organizational norms and values, particularly with regards to health, safety, wellness and respect
  • Exceptional problem solving and critical thinking when addressing organizational issues
  • Demonstrated ability to think strategically and innovatively while supporting company-wide initiatives
  • Excellent interpersonal skills and the ability to communicate and negotiate with people at all levels
  • Embodies a high level of emotional intelligence
  • Experience involving incident command
  • Experience working in a unionized environment

License/Certifications:

  • Certification by the State of Minnesota as an EMT or Paramedic. Requires an approved valid Driver s License and a satisfactory driving record including no more than two moving violations in the last three years of licensure.
  • Must complete an Emergency Vehicle Operations Course (EVOC) or National Safety Council Defensive Driving Course as designated by Hennepin EMS—post hire.
  • Must qualify for and maintain a Hennepin County motor vehicle operators permit—post hire.
