Responsibilities:
Leverage your depth of experience and savvy developing and managing employee benefits and wellness programs that have a positive impact on the employee value proposition and culture, and strong breadth of HR knowledge and experience to make an impact in a diverse, fast-paced business environment. This is a hands-on management position with an opportunity to bring your ideas and knowledge of progressive approaches to strategy, design and infrastructure of benefits, wellness, and other HR programs.

Reporting to the Director of Human Resources, the Manager of Benefits, Wellness and HR Programs will:

• Apply a ‘roll-up your sleeves’ approach as well as manage staff to analyze, administer and project manage a variety of programs including, but not limited to, group health/dental/vision, 401(k), flexible spending, health savings, accident & disability, life, wellness, charitable, compliance and other programs and events. 
• Establish infrastructure, tools, and process for providing education and answer questions and resolve issues regarding benefits and HR programs while ensuring a positive and meaningful employee experience. Maintain on-line repository content and Employee Communication portal for applicable programs. 
• Contribute to program strategy planning.
• Play a key role in the plan, design, develop, implement, and establish infrastructure, policies and administration of programs.
• Collaborate with the HRIS Manager to map and develop infrastructure in our Workday platform to maximize efficiencies leveraging technology and approach to workflow in the management and administration of programs. Conduct testing and analysis as required.
• Conduct research and analysis as required and apply in depth knowledge to ensure compliance with applicable laws and regulations, and to resolve complex issues. 
• Identify and manage appropriate market data resources, participation and utilization.
• Conduct program studies and lead the design and development of programs and structures. Collaborate and leverage broker and other 3rd party resources as applicable to programs and events. Manage relationships and SLA’s of external partners and service providers. 
• Develop policies & guidelines for programs and serve as subject matter expert for development and delivery of training for benefits, wellness and other HR programs. Partner with 3rd parties and learning & development team members as applicable.
• Conduct analysis for various initiatives, investigations, and other business needs related to applicable programs.
• Responsible for program and plan compliance as well as internal and external audits.  
• Collaborate effectively within the HR team as well as with management and key stakeholders across the company.
• Align with and demonstrate company core values (People, Innovation and Excellence).
• Effectively deliver results aligned with HR and business objectives.
• Contribute to knowledge transfer and skill development of team resources.
• Ensures program policy and procedures are adhered to and that programs are on par with industry standards, while aligned with business needs and facilitating desired program outcomes.
• Contribute to cross-functional HR initiatives.
• Communicate ideas and process improvements regarding benefits, wellness and other HR programs.
• Responsible for enhancing and maintaining tools and delivery methods for programs communication, administration, and education.
• Responsible for maintaining the calendar of applicable Benefits, Wellness and other HR programs, initiatives compliance and reporting requirements, etc. and ensure that activities are scheduled and delivered based upon internally developed timelines, legal and contractual requirements, as applicable.  
• Maintain current on benefits and wellness design, technologies, theories, and practical applications, as well as employment laws and regulations. 
• Develop ideas and proposals for continuous improvement of programs, tools and infrastructure. 
• Develop tools and processes to measure effectiveness of programs and infrastructure.
• Demonstrate the ability to work in team environment where collaboration and the knowledge transfer process are critical for success.
• Effectively lead and manage staff. Train, coach and develop staff, as well as plan and evaluate workload, quality and effectiveness of individuals and team. Assume responsibility for daily activities as may be required in staff absence.  Identifies trends, issues, and improvement opportunities using data driven methods and propose solutions.
• Partner with HR Managers to support investigations or other HR activity as needed.
• Other duties and responsibilities as assigned to meet business needs.

Required Skills and Knowledge:
• Proven depth of knowledge in benefits, wellness and other areas of HR program principles, best practices, legal and regulatory requirements to successfully drive changes and manage programs. 
• Understanding of Service Contract Act highly desired.
• Proven success in development and continuous improvement of processes, programs and procedures that enable the business while maintaining compliance and risk mitigation.
• Demonstrated ability to successfully take ownership of programs from research and analysis, planning, costing, risk analysis and mitigation, designing/developing, gaining buy-in, implementation, system and program set-up and administration. 
• Strong analytic and process mind-set with insatiable curiosity, and ability to resolve complex issues.
• Demonstrated critical and creative thinking.
• Technical skills and competency working with various HRIS platforms (Workday experience highly desired).
• Intermediate skills in MS Office applications (Excel, Word, Outlook, PowerPoint). 
• An action oriented results driven leader that can rapidly shift gears and adapt in a fast paced dynamic and complex environment while maintaining a positive ‘can-do’ attitude and delivering results.
• Excellent written, verbal and interpersonal communication skills.

• Work full-time on-site and as needed to meet business needs. May Travel to other sites as needed infrequently.

Physical Requirements: 
Job is in a busy standard office environment with moderate noise level, sits at a desk and participates in meetings, uses office phone system; views a computer monitor, types on a keyboard and uses a mouse. Reads and comprehends information in electronic (computer) or paper form (written/printed). 
• Sit/stand 8 or more hours per day; reach as needed to use office equipment. 
• Consistently viewing a computer screen, typing, using a keyboard and mouse. 
• Uses phone; head-set can be provided. 
• Occasionally lift/carry/push/pull up to 10lbs. 
• Able to sit at desk, working on computer and phones for a full work day. 
• Able to work full time in assigned office, including extended hours during critical project phases.

 
Education and Experience:
• Bachelor's degree in Business, Management, Finance, Human Resources or relevant area preferred, but not required. 
• Minimum of 7 years of progressive experience in fast-paced dynamic environment, which includes demonstrated ability and ownership of program design, implementation, administration and compliance, as well as effectively handle complex employee relations issues. 
• 3+ years of experience managing HR support staff and functions
• Extensive experience with employer group benefit programs, and wellness programs. Experience with other HR programs and policies highly desired.
• Experience in Government contracting environment and experience with Service Contract Act highly desired. 
• Experience with investigations and employee relations.
• Experience leading and driving relevant projects and programs.
• Experience directly or indirectly leading and managing HR support or analyst team members.

Other Requirements:
- Must submit to and pass background check.
- Must not have any Federal or State liens resulting from County, State or Federal tax issues.
- Must not have any current defaulted student loans.
- Must be able to pass a criminal background check; must not have any felony convictions or specific misdemeanors.
- Must submit to and pass drug screen.
