JOB SUMMARY:
This position serves as the Deputy Chief of Staff to the Centers for Disease Control and Prevention (CDC) focused on creating and sustaining understanding and awareness of the Agency's public health initiatives among internal and external audiences. Translates intent into actionable activities that increase public trust and support for the Agency's objectives and furthers the Agency's mission and public health agenda.

DUTIES:
As the Deputy Chief of Staff, you will: Brief and prepare the Director and Chief of Staff for participation in senior level forums with other high-ranking officials in Department of Health and Human Services (DHHS), the media, Congress, the White House, and elsewhere. Provide timely advice and support to the Director and Chief of Staff across a broad spectrum of subjects in order to maximize value to the Agency and to focus the Director and Chief of Staff's time and efforts. Develop and maintain a system of operation for the Director and Chief of Staff's scheduling/advance team. Provide strategic advice and information to the Director and Chief of Staff for informed decision-making on critical issues regarding CDC programs and public health issues and outbreaks. Serve in a liaison capacity between the OD and CIOs or act as the point of contact within OD for the receipt, coordination, preparation and dissemination of a wide range of information. Research, collect, organize, and analyze data to be used in briefings, speeches, lectures, meetings, or other presentations by the Director and Chief of Staff. Coordinate and manage specific projects for the OD that concern activities, initiatives, plans and mission that are of a highly complicated and sensitive nature. Ensure the discreet handling of information and productive interface with senior level scientific and management officials throughout the Agency. Supervise a small contingent of positions. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Establish and maintain liaison with key national and international societies, foundations, corporate and philanthropic groups, and other organizations representing the public health community. Oversee administrative functions for the OD, including budget development and implementation, strategic recruitment, personnel actions, training and employee development, space, and procurement. Interface with budget and operations personnel on cross-cutting functions. Supervise a small contingent of positions. QUALIFICATIONS REQUIRED:
Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-14 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is a skillset directly related to the position. The skillset has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Such experience includes (1) researching and analyzing strategic public health-related policies and programs; (2) advising and briefing senior level officials on critical public health issues; (3) furthering public health activities through effective national, international, and public and private sector partnerships; (4) providing leadership in the evaluation and analysis of public health policy, legislation, and/or issues management activities; (5) promoting public health priorities through written and oral communication; and (6) administering organizational management and operations. The incumbent of this position will have access to highly confidential, sensitive, and frequently politically controversial information and must be a person in whom the supervisor has complete trust and confidence. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
